Impact of aviation-specific policies on developing countries reliant on long haul travel

The Department engaged Access Economics to undertake an analysis of the potential impact of aviation-specific climate change policies on developing countries and countries that are dependent on long haul air travel. This study was undertaken to inform Australia’s position at the United Nations World Tourism Organization General Assembly meeting in November 2007.

The Access Economics study tests a hypothetical scenario that aviation-specific climate change policies are introduced and cause a reduction in demand for international air travel. The study provides a comparative assessment of the economic impacts on 147 countries based upon the importance of tourism to each national economy and the average trip distance for international visitors to each country.

The study concludes that the countries that would be most affected are those that are distantly located from their main source markets and countries that are heavily reliant on tourism income. Economic reliance on tourism income is particularly important as the countries that are most tourism-dependent are poorer than the world average.
