About the Assessment Plan

Revised Assessment Plan template

A revised template(see Related documents below) has been developed to assist corporations in compiling an Assessment Plan (AP) for their participation in the Energy Efficiency Opportunities Program.

The template has been streamlined from the previous version to remove information that is duplicative or can be obtained by the Department from other sources.

Principle changes to the template

Notes have been deleted from the template and provided as a separate Explanatory Notes document(see Related documents below) with cross references to the template.

Seven data tables have been deleted and the template is more logically arranged.

Program participants are no longer required to provide GICS codes for entities.

Importantly, if the baseline year is a financial year and current energy use by energy type has been reported to NGER for the corresponding period then the information does not need to be reproduced in the AP template. The Department will extract the information from your NGER report.

Where relevant, information on joint ventures and partnerships for which the Controlling Corporation is responsible is no longer separately identified. It is assumed that these business activities will be included as part of the corporate entity.

Submitting an Assessment Plan template

Corporations with a 2005-06 trigger-year are required to submit their second cycle assessment plan no later than 31 December 2012. Corporations can use the revised template(see Related documents below) or continue to use the old AP template if they have already started preparing their plan.

Early submission of a draft Assessment Plan is encouraged to enable the Department to provide you with considered feedback on its appropriateness in relation to legislative requirements. Early approval will also allow participants to proceed with conducting assessments.

Once complete please ensure the declaration is signed and all necessary attachments are included.

Assessment Plans can be emailed to: energyefficiencyopportunities@ret.gov.au

If sent by e-mail, ensure the declaration is signed and be aware that e-mail is not a secure format.

Alternatively, you can post the AP to:

Energy Efficiency Opportunities
Clean Energy and Environment Division
Department of Resources, Energy and Tourism
GPO Box 1564
CANBERRA ACT 2601

Background

An Assessment Plan covers a five-year assessment cycle and comprises:

  • details of the corporate structure and related information;
  • information on which entities will be assessed; and
  • a schedule that outlines how and when the corporation intends to conduct assessments.

An Assessment Plan must be submitted within 18 months of the end of the trigger year and, for second cycle corporations, within18 months following completion of the first cycle. More information on the Assessment Plan is published in the industry guidelines.

You may modify the template and attach additional information if necessary. You should refer to the following documents when completing your schedule:

Please note that use of this template does not guarantee that you have met the legislative requirements of Energy Efficiency Opportunities.

Examples of Assessment Plans (using the former template) are available for the transport  and mining sectors(see Related documents below). Examples using the new template will be available soon.
