As part of its response to the Productivity Commission Review of the National Gas Access Regime, the Ministerial Council on Energy (MCE) appointed an Expert Panel to advise on a model to achieve a common approach to transmission and distribution revenue and network pricing across electricity and gas.In March 2006 the MCE Standing Committee of Officials (SCO) released the Panel's draft report for public consultation and a number of bodies submitted comments on the draft report which contributed to the Panel's final report.SCO has now released the Panel's final report which is posted on the MCE website. Also provided is a dissenting commentary on Chapter 5 of the final report prepared by Panel member, Mr Euan Morton.In releasing the report, SCO notes that the Panel's report represents an input to the MCE's deliberations and no part of it should be considered as representing the MCE's position on any of the matters the report considers.The MCE is still considering its response to the Productivity Commission's Review and will take the Panel's report into account in its deliberations.Expert Panel on Energy Access Prising - Report to the MCE [PDF, 776KB]

The MCE Standing Committee of Officials (SCO) is releasing a paper prepared by officials as a basis for an MCE response to the Productivity Commission Review of the Gas Access Regime. Please find attached the consultation paper (document 2) along with Regulation Impact Statements on raising the coverage threshold (document 1) and incentives for new (greenfield) pipeline investment (document 3).Submissions should be provided electronically on the attached paper and/or Regulation Impact Statements by close of business Wednesday, 30 November 2005.
