Stakeholder Consultation

Stakeholder consultation is an essential and ongoing part of the development of an effective National Framework. A discussion paper seeking stakeholder views was released in November 2003 and various workshops and meetings on the discussion paper were held to seek further input as part of the NFEE consultation process. Information on the outcomes of this consultation process, including the Stakeholder Consultation Report are available in the sections below.

E2WG worked in parallel with the stakeholder consultation process to refine modelling and other energy efficiency assessment tasks, including a review of existing policy frameworks. This work, along with the outcomes of the stakeholder consultations, forms the basis of the NFEE Stage One policy packages.

The seven Implementation Committees established to deliver the NFEE Stage One policy packages also consult with stakeholders to gain feedback and input to assist with the development and implementation of the different packages.

Discussion Paper

The initial work on NFEE involved extensive analysis and assessment of the barriers and challenges facing energy efficiency in Australia. It also explored the potential opportunities for the increased uptake of cost-effective energy efficiency measures.

The findings from the initial work on the NFEE were presented in the discussion paper Towards a National Framework for Energy Efficiency - Issues and Challenges PDF image [PDF, 1.12MB], released to stakeholders in November 2003.

The discussion paper sought the views and ideas of stakeholders in industry, government and the community on how to effectively address the key energy efficiency barriers, challenges and opportunities outlined in the paper.

Written submissions on the discussion paper were received from 67 stakeholders across the residential, commercial, industrial, energy services, energy markets and government sectors.

Stakeholder workshops

To coincide with the release of the discussion paper a targeted consultation process with individuals and organisations closely involved in energy efficiency was conducted over the period December 2003 - April 2004. Workshops and meetings were held throughout Australia, with over 160 stakeholders participating.
