Background

June 2001 - The Ministerial Council on Energy (MCE) was established by the Council of Australian Governments (COAG). A key task of the Ministerial Council is to identify policies and programs which will deliver significant improvements in energy efficiency through coordinated action by federal, state and territory government agencies.

November 2002 - The MCE endorsed a proposal for development of a National Framework for Energy Efficiency (NFEE) to define future directions for energy efficiency policy and programs in Australia.

August 2004 - The MCE committed to implement a package of policy measures comprising Stage One of National Framework for Energy Efficiency, noting the significant benefits that can flow from enhanced energy efficiency in Australia.

December 2004 - The MCE approved eight high level implementation plans for the NFEE Stage One policy measures.

December 2007 - Ministers approved NFEE Stage Two which comprises a package of five new energy efficiency measures.

NFEE Governance structure

Ministerial Council on Energy (MCE) is responsible for providing national leadership and for the oversight and coordination of the continued development of national energy policy including identifying policies and programs which will deliver significant improvements in energy efficiency through coordinated action by federal, state and territory government agencies.

Standing Committee of Officials (SCO) The Council has in place a Standing Committee of Officials to advise MCE Ministers and develop issues for the consideration of Ministers. SCO comprises officials at Heads of Department or Agency level, from each jurisdiction.

Energy Efficiency Working Group (E2WG) is responsible for providing strategic advice on energy efficiency policy and program delivery through the Standing Committee of Officials to the Ministerial Council on Energy.

Specifically, E2WG is responsible for delivering NFEE Stages One and Two. This work will be done through the implementation committees that have been formed to deliver the implementation plans.
