Welcome to the Energy Regulatory and Market Development (ERMD) Forum section of the Asia-Pacific Partnership on Clean Development and Climate (APP) website. The section will provide access to all information and documents relevant to the Forum and its members including: Forum progress; achievements; and upcoming events.
The Forum project is an important one within the APP framework. It provides a unique opportunity for the exchange of information about energy market development and regulation issues across major energy economies of the region. To date, there has been very strong support for this initiative from leaders and stakeholders in the field. Activities are already underway to exchange information and experience on these vital issues.
In late 2008 the Forum released and published the Energy Regulation, Markets and Clean Energy Initiatives Information report, which provides a snapshot of energy market distribution and reform in all seven Partner countries. This was followed by the Reliability and Security Review, which was completed in early 2009.

The ERMD Forum is a project under the APP Power Generation and Transmission Task Force and has been approved by the APP Policy and Implementation Committee. Although the project falls under the Task Force Action Plan, it is recognised that the Forum covers matters relating to both electricity and gas. Given the commitment by APP countries to provide clean, affordable and secure energy, all Partners have given their support to establish the Forum.
More particularly, the purpose of the Forum is to provide ongoing opportunity to facilitate the sharing of information, expertise and experience between Partner countries on energy regulatory and market development matters. It does this by bringing together key APP energy policy makers, regulatory bodies, industry participants, regulatory research organisations, system operators and market operators. Due to the diversity of size, structure and policy/regulatory arrangements of APP Partners, great opportunity exists for shared experience and knowledge. However, open and robust exchange of information is a key element of the Forum's success.
The updated terms of reference and administrative arrangements were adopted in September 2007. These documents provide a comprehensive outline of the Forum's governance, work plan and expected outcomes.
