The third Energy Regulatory and Market Development Forum (Forum) was held on 3-5 November 2010 at the Four Points by Sheraton hotel in Darling Harbour, Sydney, Australia. The majority of APP Partner delegations were in attendance except for Japan and India. Japan tendered apologies to due parliamentary issues while India was unable to attend due to time restrictions and the holy festival of Diwali. New Zealand also attended as a special guest to broaden the range of regulatory experiences shared to those outside of the APP.
The key themes for the Forum included clean energy policy, transitioning to a low carbon economy and energy regulation. Presentations were given by each Partner Country in attendance which highlighted and discussed key elements of unique energy policy, market and regulatory challenges facing each country (see below).
